Does she enjoy torturing me or is she confused?

No, shes just confused, i mean anybody who likes there best friend would be. It's because you've been her friend for a really long time, and all of a sudden she knows she likes you as more than a friend, which comes of as a shock, one because your her best friend, and two because shes never thought of you in that way until now. And maybe she wants a guy because shes so used to being with a guy andnot a girl, or maybe shes never been with a girl before and shes scared and nervous of the thought about being with one for the first time. There are loads of reasons why your best friend is confused and doing this to you.....but don't think it's because she doesn't care for you. She may have been mistaken when she said she'll move in with you and go overseas, but maybe she probably did see it as not being a problem back then, but the more she thought about it, the more she became nervous and probably though "Oh my god, did i just agree to this, what if we don't work out,what if i do something wrong and she gets upset...." And th reason why she's probably so persistant with you is because YOUR her best friend, for the longest time, you've always been there for her, you've always been the one to cheer her up. So maybe she's doing this because she doesn't want to loose your friendship. I know it gets said a lot of the time, but it's actually true, once you get together, your friendship will change, and maybe she's just scared of loosing that friendship that you guys have. Because if you do get together and it doesn't work out, your friendship won't be the same, it'll be awkward, and most of time you will find yourself not wanting to be near her or even talk to her because things will be tense. Sure you'l probably say something like "We can still be friends...." but the friendship won't be the same as it was before. So just give her some time and a little bit of space to think things through
